TSCA Import Certification Process (9/8/16)

The U.S. Customs and Border Protection (CBP) and Treasury Department are proposing an amendment to the certification process of approving chemicals subject to the Toxic Substances Control Act (TSCA) that are imported into the U.S. The Federal Register’s notice describes proposed changes that include creating an electronic option for filing TSCA certifications, eliminating blanket certifications to reduce the reporting burden for importers, and writing clearer definitions and easier to understand language.

These proposed amendments are meant to streamline cargo entry and review, improve communication between agencies involved in regulating the entry and monitoring of goods that enter the country, and assist agencies when they need to contact importers. These amendments were prepared after consulting with the Environmental Protection Agency (EPA), which is the government authority responsible for overseeing TSCA.
