Revisions for VOC Emission Limits (9/29/16)
The Environmental Protection Agency (EPA) is issuing a final rule approving the California Department of Pesticide Regulation’s (DPR) request to revise volatile organic compound (VOCs) regulations in the California State Implementation Plan (SIP). The revisions specify limits for the amounts of VOC emissions from pesticides that users are allowed to produce. This is done by restricting the sale and use of certain “nonfumigant” pesticide products on certain crops in the San Joaquin Valley when VOC emissions meet or exceed the established limit.
VOCs are organic compounds that emit gases into the environment that can pose harmful health effects. Certain VOCs are ozone-depleting substances (ODS) and harm the globe’s natural ozone layer. The ozone layer protects the organisms from harmful ultraviolet radiation emitted by the sun, thus limiting risks of adverse health, agricultural, and environmental effects.
This rule is being implemented to help California comply with the requirements of the Clean Air Act (CAA), a federal law requiring EPA to establish National Ambient Air Quality Standards (NAAQS) that foster public and environmental health.
